Job Description:

Under the general direction of the Assistant Chief Counsel, Legal Affairs Division, this attorney provides a broad range of professional legal services to the Department of Consumer Affairs, the Director of the Department of Consumer Affairs, the Department’s boards, bureaus and programs, other units in the Department, and other state agencies, when requested, on the most complex and sensitive kinds of issues, and with broad discretion and independence, and a minimum of supervision.   The Attorney IV serves as general legal counsel to one or more of the Department’s boards and bureaus.  The Attorney IV must possess the ability to interact independently, professionally and courteously with all staff, including the Department’s boards, while performing multiple tasks that often require stringent deadlines.
Licensing requirement: Incumbent must maintain active membership in the California State Bar and be a member in good standing.

Job Responsibilities:

    • The position(s) require(s) a BAR License License. You will be required to provide a copy of your license prior to being hired.
    Conflict of Interest (COI) – This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs’ Conflict of Interest Regulations.  The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.

Job Requirements:

  • • Experience developing policies and procedures for an organization or state agency.
    • Experience drafting contracts, including memorandums of understanding, inter-agency agreements, and development agreements.
    • Experience drafting rules, regulations and/or proposed legislation.
    • Experience providing legal advice to public officials relating to the Political Reform Act and related conflicts of interest issues.
    • Experience responding to Public Records Act requests, subpoenas, or discovery.
    • Experience in civil trial court and/or appellate court litigation, including making court appearances and preparing briefs
    • Experience with administrative licensing and disciplinary matters.
    • Experience advising a public regulatory entity (state or local) and developing subject matter expertise in a variety of complex subjects.
