Job Description:

Reclamation is seeking a career professional looking for an opportunity to capitalize on his or her expertise as a Program Analyst (Energy Management). You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Job Responsibilities:

  • Develops and leads the management of the Reclamation-wide program for Energy Management. Provides advice to Reclamation management and leadership on energy management improvements, strategies and budgets. Develops and executes training to ensure Reclamation-wide understanding of program requirements and consistent application of policy and procedures. Represents Reclamation on internal and external teams and entities.
  • Develops policies, directives and guidance and implements strategies to meet Federal energy management legal and other requirements. Analyzes impact of Federal energy management and requirements on Reclamation. Provides guidance and advice to Reclamation staff and management and to the Department of the Interior on energy policy, requirements, and implementation strategies.
  • Drafts testimony, legislation, issue papers, and responses to inquiries from the Congress, OMB, and external clients in program areas; briefs leadership.
  • Manages Reclamation’s reporting of energy and water use and cost data for Reclamation assets. Oversees utilization of Federal Business Management System (FBMS) energy element. Acts as Reclamation FBMS energy reporting remedy manager and addresses system and procedural issues and errors from the field. Represents, and at times leads, the Department of the Interior FBMS implementation team.
  • Develops and implements Reclamation facility energy management and benchmarking in accordance with Section 432 of the Energy Independence and Security Act (EISA)-related. Plans, coordinates and oversees EISA budgeting, audits, assessments and/or reports. Analyzes audit results and works with regions and management to identify Reclamation-wide improvement and implementation strategies.
