Job Description:

Under the general supervision of the Accountant Administrator II, the incumbent is responsible for planning, organizing, directing and overseeing the operations and activities performed by staff in the AR Unit – 1.  This includes providing the necessary leadership, guidance and coordination of activities to ensure that the goals, objectives and mission of the section are achieved in a satisfactory manner.

Job Responsibilities:

Manages the billing activities for all invoices. Provides supervision to employees who are accountable for in-depth evaluations and analysis of all accounts receivable contracts and miscellaneous receivables; to determine the appropriate method of billing, to ensure compliance with accounting requirements, to monitor for cash flow purposes, and to project expenditures for the monthly budget analysis. Analyzes and interprets financial reports from collection agencies, Financial Information System for California (FI$Cal), reports and prepare management reports based on this information.  Reviews invoices for contracts, inter agency agreements and miscellaneous billings that are prepared and issued to local and state agencies, courts, attorneys, private companies and individuals. These invoice calculations are computed utilizing detailed salaries, benefits and general expenditure information for employees on regular time, overtime, special pay and travel expenditures, and to ensure they are in conformance with contract, inter-agency agreement or program requirements. Reviews the monthly recordings, maintenance and refunding of witness fee deposits for the California Highway Patrol Officer’s civil court appearances. Unofficial original or official sealed transcripts will be required upon appointment. Applicants with foreign transcripts/degrees must provide a transcript/degree evaluation that indicates the number of units to which the foreign coursework is equivalent.
