Job Description:

Assists the Emergency Management Coordinator with the on-going revision and maintenance of the Comprehensive Emergency Management Plan and Emergency Support Functions, the Hazard Mitigation Plan, and other emergency management plans, policies, and procedures. Develops agendas and work programs for inter-agency work groups such as the Emergency Management Council, the Disaster Assistance Council, the Local Committee on Terrorism, the Local Emergency Planning Committee, and others.

Job Responsibilities:

  • Assists in evaluating operations and activities in terms of implementation of City’s emergency management goals and objectives.
  • Assists in establishing schedules and methods for assigned activities.
  • Assists in developing and maintaining the City’s Emergency Operation Plan (EOP), Continuity of Operation Plan (COOP), and Natural Hazards Mitigation Action Plan.
  • Assists in advising and assisting City departments and local government agencies on strategies for developing emergency plans and procedures to ensure conformance and compatibility with the City Emergency Operation Plan and other applicable plans and procedures.
  • Assists in organizing, coordinating and maintaining the City Emergency Management Program in coordination with on-going operations, emergency situations, and natural disasters including restoration procedures.
  • May provide program guidelines on which to evaluate and improve local government readiness for disaster operations in coordination with program goals set by state and federal standards; relays information from higher level emergency management organizations to local government and the office of the Mayor.
  • Assists in coordinating City response training for personnel; designs, executes, and evaluates emergency/disaster preparedness, response, and recovery exercises.
  • Assists in planning, coordination, and execution of all levels of exercises to include drills, emergency evacuations of City buildings, and other emergency exercises.
  • Supports the maintenance and continuous improvement of the City’s Emergency Operations Center (EOC) and ensures the readiness of the EOC.
  • Ensures compliance with Local, State and Federal requirements including those in the federal Stafford Act and Texas Code.
  • Seeks compliance with State and Federal regulations for eligibility of contributors in such categories as matching funds, grants, technical assistance, disaster recovery funds, and surplus property requisition.

Job Requirements:

  • Knowledge of public safety activities, procedures, Federal, State, and Local laws, and use of and safety precautions related to a wide variety of equipment.
  • Knowledge of project and process management.
  • Knowledge of assorted emergency management related computer software applications such as WebEOC and EM Systems.
  • Knowledge of the Emergency Management Plan.
  • Knowledge of the Hazard Mitigation Plan.
  • Knowledge of Homeland Security guidelines.
  • Ability to identify, analyze, and address problems in a timely and effective manner.
  • Ability to create and deliver training and outreach presentations to large and diverse groups.
  • Ability to interpret guidelines clearly and specifically.
  • Ability to meet deadlines and maintain accurate records.
  • Ability to plan, train, respond, and coordinate resources in emergencies within the county and in coordination with local and state agencies.
  • Ability to maintain good planning and organizational skills.
  • Ability to take and follow directions from supervisor.

Qualification & Experience:

  • Bachelor’s degree from an accredited college or university.
  • At least three (3) years of experience specializing in emergency management, public safety, or closely related field.
