Job Description:

This position is established as a Criminal Investigator (Internal Affairs) is located in the D.C. Department of Corrections, Director DOC, Office of Internal Affairs.  The main function of this position is to conduct investigations of all extraordinary or unusual incidents assigned to the incumbent by the Supervisory Criminal Investigator (Internal Affairs) The Internal Affairs Office ensures that the Director of the D.C. Department of Corrections is provided with unbiased independent factual information in a timely manner for internal investigations of extraordinary or unusual incidents or events.  This facilitates the implementation of appropriate corrective/adverse actions, administrative remedies or legal sanctions in cases of alleged criminal activity.  In many instances, related activities may be complex, controversial and extremely sensitive in a correctional environment.

Job Responsibilities:

Conducts interviews designed to afford the subject under investigation full opportunity to explain, provide documentation, or comment on derogatory or discrepant information. This activity may require involvement in joint criminal investigations involving the department and other law enforcement agencies. Conducts interviews with supervisors, co-workers, relatives, associates, former employers, and others who may furnish relevant information concerning case assignments. Conducts investigations into alleged violations of agency policies, rules and regulations; investigates employee malfeasance and misconduct throughout the department. Maintains an effective and cooperative working relationship with Federal and local investigative agencies, especially with the D.C. Metropolitan Police Department, Office of Attorney General, Federal Bureau of Investigation, Corporation Counsel and other entities as needed. Collects evidence and maintain strict adherence to established rules and guidelines for the security, storage, and documentation of evidence. Incumbent utilizes initiative and resourcefulness to obtain sources of information and material facts to protect the Department and the District of Columbia Government. Conducts on-line search of the National Crime Information Center (NCIC), JAACS, Crystal Reports, and Washington Area Law Enforcement System (WALES) computer/telecommunication systems containing wanted persons, convicted/arrest records necessary for documentation in the investigative process. Conducts surveillance of individuals under investigation utilizing state of the art techniques, devices, equipment, and procedures. Prepare narrative, audio and video reports on investigative findings for submission to the Chief of Investigative Services.

Job Requirements:

  • Work is primarily performed in the field during the conduct of investigations, and apprehension of wanted individuals, but also involves working in the office setting. Work also involves carrying out assignments on a twenty-four (24), seven (7) days a week response; and requires flexibility in worksites.
  • Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression..
