Job Responsibilities:

This position is located in the Budget Division, Office of Financial Resource Management. The incumbent serves as a Budget Analyst and he or she will interpret and develop budget policies and procedures; provide advice and assistance on budgeting processes and financial management and assure financial resources are used in accordance with statutory/administrative regulations and policies. Perform analytical and financial management assignments such as develop budget estimates, briefing documents, prepare narrative justifications, and programmatic explanations in support of budget submissions. Effectively communicate factual information orally, in person, and in writing. Communicate and identify problems, propose solutions, and analyze and interpret material. Prepare reports and supply fiscal and budgetary data to DoC, OMB, and Congress including formal Congressional Justification exhibits. Conduct analyses of financial conditions and practices and make recommendations to the appropriate level of management. Demonstrate knowledge of budget formulation and execution activities such as allocation and monitoring of budgetary resources, obligations by object class, adjustments to base, outlays, apportionments, obligations, OMB’s SF-133 Report, Quarterly Reports, strategic cost-coding and Cross-Cutting external Data Budget calls. Provide input to budget data calls by developing, reviewing, and revising data in support of budget estimates or requests. Ensure the accuracy and adequacy of budget justification data and prepare data summaries for inclusion in routine and special reports on budget execution. Use financial management systems to manage data and demonstrate a working knowledge with the OMB’s MAX government-wide system for reporting budget information.
