Job Description:

This position is located with the Bureau of Indian Affairs, OHCM Center for Recruitment – Albuquerque, NM in Albuquerque, New Mexico. The Office of Human Capital Management is looking for a Human Resources Specialist to serve as an advisor to Indian Affairs leadership within the areas of recruitment and placement.

Job Responsibilities:

  • Conducts reduction-in-force by auditing personnel records, employee rights and offers, severance pay entitlement, preparation of employee notices and grade and pay retention.
  • Reviews justifications and writes up HR analysis on findings of requests for recruitment incentives, superior qualification requests, Intergovernmental Personnel Actions (IPA), and other regulatory personnel requests.
  • Applies an understanding of basic position classification principles, practices and guidance in order to accomplish the development of assessment tools for recruitment.
  • Identifies category rating criteria; develops vacancy announcements; rates and ranks candidates; issues certificates; sets pay and oversees the hiring and processing of selected applicants through entrance on duty.
  • Conducts job analyses for professional, administrative, clerical and technical positions.
  • Researches policies, procedures and operations involved in staffing and placement actions to ensure compliance.

Job Requirements:

  • A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication.

  • Incumbent is required to operate a government motor vehicle, must possess a valid driver’s license, and have a safe driving record within the 4 year period immediately preceding submittal of GSA Form 3607.

  • Telework: Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
  • The Department is currently operating under maximum telework. However, this position is not regularly eligible for 100% Telework (or remote work). The physical duty station you will be expected to report to is Albuquerque, NM.
  • Indian Preference applies
