Job Description:
This position is a Lead Realty Specialist and serves as a team lead within the Real Estate Contracting Division in one of the three Service Areas. The incumbent performs multiple, varying and complex assignments under minimal direction of a manager and is responsible for leading a team of employees to perform one or more work activities.
Job Responsibilities:
- Leads a team of typically three to five Realty Specialists. Reviews work and provides comments, guidance, and/or on-the-job training to team members as needed. Answers employee questions on work and administrative matters; refers more complex questions and questions outside of individual authority, to supervisor for response. Distributes work based on availability and priority, or other criteria, as established by supervisor. Provides informal comments about individual team members’ performance to supervisor, who prepares official performance appraisals.
- Leads ad-hoc teams of customers, specialists, and contracted support personnel such as budget or accounting specialists to process acquisition requests. Personally or through a team. Reviews real property acquisition requests to determine validity and adequacy by assisting customers in defining requirements, drafting or revising specifications, exploring options for lease or purchase. Conducts feasibility studies and market analyses to determine fair market value of desired properties. Performs title searches, researches environmental issues, and performs similar reviews to advise customers on concerns and alternatives. Corrects, updates and validates payment spreadsheets prepared by APM-200.
- Acquires, manages and disposes real property involving high dollar amounts and other complexities. Prepares acquisition plan to include determining acquisition strategy. Obtains appraisal for purchase by contracted appraiser. Exercises RECO warranted signature authority to negotiate, award and approve changes to real property acquisition contracts, leases, and purchase agreements on behalf of Federal Aviation Administration and the U.S. government. Negotiates and awards utilities contracts for electricity, gas, water, and sewer service and resolves utility issues. Reviews real property inventory to identify excess property, alternative uses, required maintenance, and similar issues and may enter information on real property inventory into agency system of record (I.e., Real Estate Management System (REMS), FRAMES, and electronic document system).
- Prepares responses to the most complex oral and written inquiries including Congressional and Freedom of Information Act (FOIA) requests, protests, claims against the U.S. government, and similar inquiries. Resolves most problems and work issues without the assistance of a manager. Develops and recommends approaches to address current and anticipated problems and issues. Works with management to solve problems.
- Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. The work activities impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB’s/SO’s and affects the objectives of the FAA.
Job Requirements:
- To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
- Specialized experience may include but not limited to: Experience with validation, awarding and tracking of payments from initiation to completion. This includes a working knowledge of the following systems and any others used to support the payment process: PRISM, DELPHI, RFPMT.
