Job Description:
DST is looking for an Accounting Manager. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.
Job Responsibilities:
- Motivate and engage employees through effective communication, providing feedback as needed to employees.
- Oversee the design and establishment of business processes and internal procedures for analyzing audited financial statements of more than 1,100 units for determination of fiscal strength and revise process annually as needed.
- Consult with officials of local governments, public authorities, and their auditors in matters involving governmental auditing, budgeting, North Carolina law, and other areas related to the fiscal operations of local governments and public authorities.
- Assist in analysis of units of government asking for debt approval by the Local Government Commission (LCG) in conjunction with Debt Management staff; determine if unit has capacity for additional debt service and has adequate systems of controls in place to ensure funds are spent as required.
- Apply Human Resources policies and procedures for recruiting, selecting, developing, counseling, disciplining, and evaluating performance of employees to retain a diverse workforce in the Fiscal Management Section; ensure staff compliance with human resources policies and procedures.
- Monitor the audit analysis process to ensure that it is staying on track and that questions are resolved timely.
- Supervise a total of 7 employees.
Job Requirements:
- Thorough knowledge of the Local Government Budget and Fiscal Control Act, the School Budget and Fiscal Control Act as well as other General Statutes that apply to North Carolina local government finance and organizational structure.
- Thorough knowledge of all federal and State laws as they apply to local government finance including federal compliance requirements and standards, and the ability to provide guidance to local governments on the same.
- Possess governmental financial statement analysis skills to assess which local entities are potentially at risk of failure financially or operationally, and why.
- Thorough knowledge of all applicable national governmental accounting standards, including the ability to interpret and apply new standards as they are developed, and the ability to provide guidance on those standards at a level that is needed for appropriate implementation and understandable by those local government staff responsible for the implementation.
- Ability to break down complex accounting standards into segments that are understandable by local staff and their elected leaders.
- Strong computing skills, including Microsoft Office Excel, PowerPoint, and Word.
- Ability to lead and manage staff, identifying staff strengths and weaknesses, providing training as needed and adjusting assignments accordingly.
- Ability to develop and maintain strong working relationships across all levels of local government staff and elected leaders. Strong verbal and written communication skills suitable for all levels of communication with local, State, and federal staff and leadership.
