Job Description:

Joining the Secret Service, Office of Human Resources, Human Resources Policy and Accountability Division, will allow you to become a part of a high-performing Accountability Team that provides optimal human capital services to a premier law enforcement organization. This Human Resources Specialist position starts at a salary of $121,316 (GS-14 step 1) with potential to $157,709 (GS-14, step 10).

Job Responsibilities:

  • Providing advice and technical assistance to employees, supervisors and managers on accountability-related matters and staffing, recruiting, merit promotion, delegated examining, and other primary human resources functional areas’ laws, regulations, principles, concepts and techniques; evaluating new or modified legislation, regulations, policies and guidance material to determine impact and/or compliance for USSS human resources/human capital management; and participating in internal evaluations/assessments of HR activities, transactions, and programs (i.e. staffing, performance management, leadership and knowledge management, accountability) to determine effectiveness, efficiencies, and compliance with HR-related regulations, legislation, and/or policies.
  • Preparing responses to internal and external inquiries related to programs managed by the branch; drafting written documents (i.e. memorandums, presentations, draft reports, talking points, briefings and procedures); and creating charts and graphs.
    Participating in the assessment of operations related to financial auditing; performing thorough analysis of operating procedures and mission requirements to accurately identify problem(s) and devise feasible solutions; and assisting with monitoring and analyzing internal and external HR/HC evaluation/audit findings and proposed corrective actions for implementation and results; and identifying where continued improvements are required and work with HR areas on remediation efforts.
  • Providing advice/consultation regarding human capital management programs, practices, or initiatives; presenting information formally and informally to managers, supervisors, and colleagues; and facilitating meetings with various stakeholders to gain understanding, share ideas, collaborate on resolutions for issues, or communicate recommendations and/or findings related to human capital management and its programs; and explaining specific analysis of HR program matters.

Job Requirements:

  • Submit to a polygraph examination prior to your appointment.
  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • May be required to work holidays, weekends days and/or nights.
  • May be exposed to adverse conditions when performing temporary duty assignments and/or traveling domestically or internationally to provide intelligence support.

Qualification & Experience:

  • You qualify for the GS-14 level (starting salary $121,316) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: planning, directing, and coordinating internal and external Human Resources and Human Capital evaluation/audit findings and propose corrective action; making assessments of operations related to financial and human resources auditing; and interpreting regulations and policies to ensure adherence with laws, procedures and compliance.
  • Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.
