Job Description:

The District Superintendent I (DS I) serves as the direct supervisor for all the Core Program Managers in the District including Administration, Facilities Development, Natural and Cultural Resources, Interpretation, Public Safety, and the North, Tijuana Estuary, and Historic Sectors.  The DS I also oversees the District’s liaisons with cooperating associations, non-profit partners, Proud Partners, volunteer groups, and community groups.  The DS I should possess strong interpersonal sensitivity, written and verbal communication skills, decision-making skills, positive leadership skills, as well as tact and diplomacy.  The DS I is expected to develop cooperative working relationships with representatives of all levels of government, the public, the media, and the legislative and executive branches; analyze complex problems and policies and recommend effective courses of actions.

Job Responsibilities:

  • Works and consults with Law Enforcement and Emergency Services Division (LEES) and District Public Safety Superintendents to analyze law enforcement problems aimed at reducing and satisfactorily handling enforcement problems.
  • Ensures effective implementation of all applicable policies and procedures established by the State Park and Recreation Commission, The Director, Deputy Director, and Park Stewardship.
  • Ensures and establishes effective District operating policies and procedures in support of the Department’s Strategic Goals.
  • Manages all District programs and functions relating to natural and cultural resource protection, interpretation and education, facility and equipment management, public safety and recreation.
  • Plans, organizes, develops, directs, oversees, reviews, provides analysis, develops, and implements the operation of the units of the State Park System within the District.
  • Ensures a safe recreating environment for park visitors and a safe working environment for employees; analyzes visitor and employee safety problems, develops programs designed to reduce safety hazards and to gain employee cooperation in safe practices.
  • Manages the Department’s equal employment opportunity program at the District level.
  • Operates the District and units within established budget allotments.
  • Ensures proper maintenance of Official Personnel files for all employees and volunteers.
  • Facilitates identification and management of budget programs, following guidelines established by the Department.

Job Requirements:

  • Knowledge of: Principles and practices of administering, interpreting, protecting, and maintaining State park districts; mission, goals, organization, policies, procedures, and rules of the Department of Parks and Recreation; principles and techniques of natural and cultural resource management and protection and enhancement of biological diversity; principles of public safety including: visitor management, law enforcement management, hazardous materials management, critical incident command, and aquatic safety; principles of business and fiscal management; budgeting and budget administration, grant development and administration, concessions management, revenue generation, auditing practices and procedures; principles of personnel management,
